Psyonix and Twitch have partnered up to offer Rocket League players exclusive content packs which include a new car and a number of cosmetic packs. There are a total of four content packs to get but it isn’t as simple as waiting for a set date for three of them. You’ll begin your journey as soon as the accounts are linked and the content packs will unlock as a set number of day passes. There are no concrete dates because you can link your accounts between now and March 27th 2020 to get the content packs.

You can link your Xbox, PS4, Steam, or Nintendo accounts to unlock the content on the platform of choice. Content will be unlockable as long as your Twitch Prime membership remains active, so if it lapses then you lose the ability to get the new packs. I’d imagine the time would carry on from renewal date.
